Eligibility Criteria for Availing Transfer of Residence (ToR)
Indian nationals and foreign nationals, including Persons of Indian Origin (PIOs), who are relocating their residence to India or arriving in India for employment, may import their personal effects and household goods under the Transfer of Residence (ToR) scheme, subject to the following conditions:
- Minimum Stay Abroad:
The owner of the goods must have resided abroad for at least two years prior to transfer. For Indian nationals, this includes not having stayed in India for more than six months during the preceding two years. - Valid Visa for Foreign Nationals:
Foreign nationals must hold a valid resident, business, work, or entry visa to be eligible. - Timely Shipment of Goods:
The goods should be shipped within 30 days of the owner’s arrival in India. In cases of delay, clearance is possible only if the customs authorities condone the delay, with each case evaluated individually on its merits. - Previous Concessions:
The owner or any of their family members must not have availed Transfer of Residence concessions in the preceding three years.
Duty-Free Allowance under Transfer of Residence Rules
The following items can be imported duty-free under the Transfer of Residence (ToR) rules, provided they are used and personal:
- Personal Effects & Household Goods
Clothes, books, kitchenware, furniture, and small appliances such as mixers, juicers, irons, etc., are allowed duty-free if they have been previously used by the shipper. - Electronics & Appliances
- Video Cassette Recorder (VCR), Video Cassette Player, Video Television Receiver, or Video Cassette Disk Player

Concessional Duty under Transfer of Residence (ToR) Rules

- Motor Vehicles:
- One motor vehicle per family can be imported under concessional duty.
